The Ghana Revenue Authority (GRA) has recently announced that the Emissions Levy Act, 2023 (Act 1112) will be implemented from Thursday, February 1, 2024.
The Act is aimed at imposing a levy on carbon dioxide equivalent emissions on all internal combustion engine vehicles.
The GRA has emphasised that this move is in line with the government’s commitment to addressing greenhouse gas emissions.
The implementation of an emissions levy is aimed at encouraging the adoption of eco-friendly technology and green energy, which will contribute to better environmental management and control of air and water pollution. The authorities have stated that anyone liable to pay the Emissions Levy must register and make levy payments exclusively through the ghana.gov platform.
According to Section 4(4) of Act 1112, any individual required to issue a road certificate (such as the Driver and Vehicle Licensing Authority (DVLA) and other testing centres) must ask for evidence of payment of the levy before issuing a Road Use Certificate.
In addition, the GRA has called on all vehicle owners to comply with the directive and fulfil their obligation by paying the Emissions Levy stipulated in Act 1112.
